SK Hynix Eyes Japan for New Memory Chip Plant as AI Demand Fuels Global Semiconductor Race

SK Hynix is exploring the possibility of partnering with a Japanese company to build a memory chip manufacturing facility in Japan, as the South Korean semiconductor giant looks to expand capacity and keep pace with surging demand from the artificial intelligence industry.

The global AI boom is pushing semiconductor manufacturers into a new phase of expansion, and SK Hynix is now looking beyond its traditional manufacturing base in South Korea.

The company is studying the feasibility of establishing a jointly operated memory chip plant in Japan, according to a report. The potential move would give SK Hynix another manufacturing base while strengthening its relationships with Japanese customers, suppliers and the country’s semiconductor ecosystem.

Japan Emerges as a Potential New Chipmaking Base

SK Group Chairman Chey Tae-won said the company is examining locations across Japan for a possible semiconductor manufacturing venture. The search is being guided by practical requirements, particularly reliable access to electricity and water, both of which are critical for large-scale semiconductor production.

“We are looking all over Japan,” Chey told Bloomberg, highlighting locations that have adequate power and water resources. He did not disclose a potential Japanese partner or identify a specific site for the proposed project.

The consideration comes as chipmakers worldwide race to add production capacity to satisfy AI-related demand. Memory has become particularly important in the AI infrastructure buildout because advanced computing systems require enormous quantities of high-performance memory to process and move data efficiently.

For SK Hynix, which has established itself as one of the leading suppliers of AI-focused memory, expanding production capacity has become a strategic priority.

AI Is Reshaping the Memory Chip Market

The explosive growth of generative AI and hyperscale data centres has dramatically changed the economics of the memory semiconductor industry.

AI accelerators and data-centre systems require advanced memory technologies, particularly High Bandwidth Memory (HBM), to handle the enormous data workloads generated by AI models.

As technology companies continue investing billions of dollars in AI infrastructure, demand for memory components has surged. South Korea’s semiconductor exports have also benefited from this trend, with strong chip demand expected to continue supporting the country’s export growth.

SK Hynix has been one of the biggest beneficiaries of this cycle. The company is already investing heavily in expanding its manufacturing footprint in South Korea while simultaneously building capabilities overseas.

$39 Billion South Korea Expansion

The proposed Japanese venture would complement rather than replace SK Hynix’s massive domestic investment programme.

The company plans to spend around 54 trillion won, or approximately $39 billion, on expanding its chipmaking facilities in South Korea. At the same time, SK Hynix is developing an advanced memory packaging facility in West Lafayette, Indiana, as it seeks to bring parts of its supply chain closer to major AI customers in the United States.

The company recently broke ground on its US high-bandwidth memory packaging facility in Indiana, with production targeted for 2029. The roughly $4 billion project is expected to focus on advanced packaging, testing and research and development for next-generation HBM products.

This increasingly international footprint reflects a broader shift in the semiconductor industry: manufacturers are no longer relying on a single country or region to support the next generation of AI infrastructure.

Why Japan Matters to SK Hynix

Japan could offer several strategic advantages for SK Hynix.

The country has a deep semiconductor supply chain, a large network of materials and equipment companies and significant government support for domestic chip production. Japan has also been encouraging international semiconductor investment as it attempts to rebuild its position as a major player in advanced chip manufacturing.

For SK Hynix, establishing a manufacturing presence in Japan could therefore provide access to local infrastructure and suppliers while creating closer relationships with Japanese technology companies.

The company is also looking for ways to manage the enormous capital requirements associated with expanding semiconductor production. A joint venture could potentially distribute some of those costs between partners while allowing SK Hynix to increase its manufacturing capacity.

Japan’s semiconductor ambitions are already attracting major investments. Kioxia and Sandisk, for example, recently announced plans to invest more than $31 billion in Japan’s memory-chip industry through 2032, including expansion at Kioxia’s Kitakami facility.

A Wider Push to Diversify Chip Production

SK Hynix’s Japan exploration comes against the backdrop of a semiconductor industry undergoing major geographical restructuring.

The United States, Japan, South Korea and other economies are attempting to strengthen domestic chip manufacturing and reduce vulnerabilities in global semiconductor supply chains.

For SK Hynix, expanding internationally also provides a way to get closer to customers while reducing dependence on production concentrated in South Korea and China.

The company already operates manufacturing facilities in several locations outside South Korea, while its new US investment demonstrates its willingness to establish a larger presence near strategic markets.

The Japanese proposal would add another piece to that global manufacturing strategy.

Competition Is Intensifying

SK Hynix is not alone in aggressively expanding memory production.

Samsung Electronics and Micron Technology are also investing heavily to capture the AI-driven memory opportunity. The three companies are competing particularly intensely in HBM, a market that has become central to AI accelerator performance.

At the same time, the AI boom is creating an unusual situation for the broader memory industry. Manufacturers are prioritising high-value AI memory, potentially tightening supplies of conventional DRAM and NAND products used in smartphones, PCs and other consumer electronics.

That makes capacity planning increasingly important. Building too little capacity could leave manufacturers unable to fulfil AI-related orders, while excessive investment could eventually create oversupply if AI infrastructure spending slows.

SK Hynix therefore has to balance rapid expansion with the long-term risks of the semiconductor cycle.

Japan Could Become the Next Piece of SK Hynix’s AI Strategy

For now, the Japanese manufacturing project remains under consideration rather than a confirmed investment.

SK Hynix has not disclosed a final location, partner or investment figure for a potential Japanese facility. The company is continuing to examine sites with suitable power and water availability before making a decision.

Still, the move illustrates how dramatically AI is reshaping semiconductor strategies.

What was once primarily a competition over computing power has expanded into a race for memory, packaging capacity, energy, manufacturing infrastructure and reliable supply chains.

As AI data centres continue to expand around the world, SK Hynix is positioning itself to supply the memory required to power them. A potential Japanese manufacturing partnership could become another important step in that strategy—giving the company additional capacity while strengthening its position in one of the world’s most strategically important technology industries.

The bigger message is clear: the AI boom is no longer just driving demand for chips; it is reshaping where and how those chips are made.
