IBS Insurance and Reinsurance Brokerage appoints Meliha Bora Özkan as Chief People & Culture Officer to lead HR strategy and transformation.
Istanbul, Turkey — March 2026: Meliha Bora Özkan has been appointed Chief People & Culture Officer at IBS Insurance and Reinsurance Brokerage Co. Inc.. In her new role, she will lead the organization’s people and culture strategy, focusing on strengthening HR capabilities, supporting enterprise transformation, and scaling operating models across the business.
Prior to joining IBS Insurance and Reinsurance Brokerage, Özkan served as Chief Human Resources Officer at SOYAK ENERJİ from April 2023 to June 2025. During her tenure, she established the company’s HR and organizational development function from the ground up, implementing governance frameworks, digital HR systems, and comprehensive people management processes including recruitment, talent development, compensation, payroll, and employee relations.
Earlier, she held the position of Chief Human Resources Officer and Executive Board Member at NEF Real Estate, where she led group-wide growth, restructuring, and transformation initiatives while strengthening HR governance, workforce planning, and employer branding strategies.
Before that, Özkan worked with İstanbul Büyükşehir Belediyesi as Organizational Design and Development Senior Manager at İSPER AŞ. In this role, she led large-scale organizational design and workforce planning programs across more than 60 projects and developed HR frameworks including job architecture, competency models, and performance management systems.
Her earlier experience includes HR leadership roles at STFA Holding, consulting work with Duman Management Consultancy, and HR positions at TAV Construction and TAV Airports, where she developed expertise across workforce planning, compensation strategy, and HR operations in complex international project environments.
