Mumbai-based Cactus Technology Solutions has been selected by the Ministry of Electronics and Information Technology (MeitY) to build an AI-powered procurement platform aimed at modernizing how government departments create and manage procurement documents across India.
The project, commissioned by the National e-Governance Division (NeGD), is designed to simplify and accelerate the preparation of key procurement documents such as Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Expressions of Interest (EOIs). By integrating artificial intelligence into the drafting and review process, the platform is expected to improve efficiency, consistency, and transparency while ensuring that final decisions remain under human control.
AI to Support, Not Replace, Government Decision-Making
The upcoming platform will use AI to assist officials in generating, reviewing, validating, and standardizing procurement content. Rather than automating decisions, the system will function as a support tool, helping departments reduce manual effort and improve document quality while maintaining human oversight throughout the procurement process.
The initiative reflects the Indian government’s growing focus on leveraging artificial intelligence to enhance administrative efficiency and digital governance.
Cactus Outperforms Competition
The contract was awarded following a competitive evaluation process in which Cactus Technology Solutions emerged as the top-performing bidder. Reports indicate that the company achieved a perfect score of 100 in the quality-and-cost-based assessment, surpassing Kyndryl Solutions, which secured a score of 85.36.
In addition to its strong technical performance, Cactus submitted the most competitive financial proposal, bidding approximately ₹2.27 crore compared to Kyndryl’s ₹2.86 crore.
The field of contenders narrowed considerably during the selection process. While Cactus and Kyndryl advanced to the final stage, several other participants were eliminated during technical evaluations, highlighting the project’s stringent qualification requirements.
Boosting Efficiency in a Major Economic Sector
Government procurement accounts for a significant share of India’s economic activity, making the modernization of procurement systems a strategic priority. Industry experts believe AI-assisted document creation could significantly reduce complexities involved in drafting procurement requests while improving standardization across departments.
Commenting on the achievement, Akhilesh Ayer, CEO of Cactus Technology Solutions, emphasized the opportunity to transform a process that currently demands extensive technical expertise. He noted that the company aims to deliver a secure, scalable solution capable of driving greater efficiency and transparency throughout government procurement operations.
Nationwide Rollout Planned
Once development is completed, NeGD plans to deploy the platform across various ministries and government departments. Officials will gain access to AI-assisted tools that help streamline document creation, improve consistency, and reduce administrative burdens.
With strong security safeguards and human oversight embedded into the system, the project represents another step in India’s broader digital transformation journey, showcasing how AI can enhance public-sector operations while keeping critical decision-making firmly in human hands.
