Jim Davis joins Harkcon, Inc. as Chief Human Capital Officer after leadership roles at Serco, FEMA, and DHS.
Fredericksburg, Virginia, United States – May 2026: Jim Davis has assumed the role of Chief Human Capital Officer at Harkcon, Inc., bringing extensive experience in federal workforce transformation and organizational leadership.
In his new position, Davis will oversee enterprise-wide human capital strategy, with a focus on workforce effectiveness, talent development, HR modernization, and strengthening organizational capabilities to support complex federal missions.
Before joining Harkcon, he served as Senior Human Capital Subject Matter Expert at Serco, where he advised federal agencies on HR modernization, workforce analytics, and enterprise transformation initiatives. His work included supporting senior leadership with data-driven workforce strategies and HR policy development.
Earlier, Davis held a leadership role at Federal Emergency Management Agency (FEMA) as Division Director, Office of Human Capital. During his tenure, he managed multiple HR divisions supporting more than 23,000 employees nationwide and led initiatives to modernize performance management systems, streamline employee relations processes, and strengthen workforce analytics.
He also spent more than a decade with the United States Department of Homeland Security, leading mission support operations across HR, logistics, and asset management. His contributions included implementing hiring reforms, improving operational efficiency, and advancing workforce capability programs across large federal operations.
