Washington, D.C., September 2025 – In a landmark move to fast-track artificial intelligence adoption in federal operations, Microsoft and the U.S. General Services Administration (GSA) have announced a comprehensive agreement that will give millions of government users access to advanced AI, cloud, and productivity solutions. The initiative includes Microsoft 365 Copilot at no cost for up to 12 months for existing G5 users—marking a major step forward in modernizing public services with secure and compliant AI tools.

The partnership aligns with GSA’s OneGov strategy and is projected to save the U.S. government $3 billion in its first year alone, while creating an estimated $6 billion in value over three years.

Driving AI Innovation for Federal Agencies

This agreement positions federal agencies to lead AI adoption in line with America’s AI Action Plan. By integrating Microsoft’s AI tools into everyday operations, agencies will be able to:

  • Boost productivity with AI-powered workflows through Microsoft 365 and Copilot, enabling smarter collaboration and freeing employees to focus on mission-critical tasks.
  • Expand automation with AI agents, allowing agencies to handle citizen inquiries, case management, and contact center operations more effectively—without additional per-agent costs.
  • Accelerate cloud modernization with discounted Azure services and waived data transfer fees, encouraging interagency collaboration and advanced analytics.
  • Streamline government services using Dynamics 365 applications to improve citizen-facing programs, supply chain efficiency, and field responsiveness.
  • Strengthen cybersecurity with Microsoft Entra ID and Sentinel, supporting the government’s Zero Trust framework and enhancing defense against evolving threats.

Federal agencies can opt in to these offers through September 2026, with discounted pricing available for up to three years.

Security and Compliance at the Core

Microsoft’s solutions already meet rigorous federal compliance standards. Microsoft 365, Azure, and AI services are authorized at FedRAMP High, covering more than 400 security controls under NIST 800-53. Notably, Microsoft 365 Copilot has received provisional authorization from the U.S. Department of Defense, with FedRAMP High certification expected soon.

Investing in the Future of Public Service

Beyond technology, Microsoft is committing $20 million in additional support services to help agencies implement and optimize these solutions. This includes cost-optimization workshops to reduce software duplication, improve interoperability, and enhance overall efficiency.
